District Health Team (Internal Performance Agreement)

The District Health Team (IPA) in Aizawl East District under the Chairmanship of Dr. Lalparliani, CMO, Aizawl East, financed by Mizoram Health Systems Strengthening Project (MHSSP) supports health facilities within the district to become certified under the National Quality Assurance Standards (NQAS). The NQAS certification is a prestigious recognition that demonstrates a health facility's commitment to providing quality healthcare services.

There are currently Nine IPA Units in the district, namely Saitual CHC, Sakawrdai CHC, Darlawn PHC, Suangpuilawn PHC, Phuaibuang PHC, Phullen PHC, Thingsulthliah PHC, ITI UPHC and Sihphir UPHC, i.e two Community Health Centres, five Primary Health Centres and two Urban Primary Health Centres. The DHT works closely with these health facilities to guide and assist them in meeting the NQAS requirements. This involves providing technical support, training, and mentoring to the healthcare staff to improve the quality of care and services delivered to the patients.

The DHT conducts regular assessments and audits of the health facilities to identify areas that need improvement. They review the facility's adherence to the NQAS guidelines, assess the quality of infrastructure, equipment, and services, and identify gaps that need to be addressed. Based on these assessments, the DHT develops action plans and provides recommendations to help the facilities meet the NQAS standards.

To facilitate the NQAS certification process, the DHT organizes capacity-building workshops, training sessions, and awareness programs for the healthcare staff. These initiatives aim to enhance their knowledge and skills in quality improvement, patient safety, infection control, and other essential aspects of healthcare service delivery.

The DHT also acts as a resource hub, providing health facilities with access to relevant guidelines, protocols, and best practices related to NQAS certification. They assist the facilities in implementing quality improvement initiatives, developing quality assurance mechanisms, and monitoring progress towards certification.

By actively engaging with health facilities and supporting them in their journey towards NQAS certification, the District Health Team in Aizawl East District contributes to the overall improvement of healthcare quality and patient outcomes. Their efforts help create a culture of continuous quality improvement within the health system and ensure that residents receive the highest standard of care.

At the start of each quarter, the DHT conducts assessments of the health facilities within the district. This involves evaluating the facilities' compliance with various quality standards, guidelines, and protocols. The assessments cover a wide range of aspects, including infrastructure, equipment, hygiene practices, patient care, documentation, and overall service delivery. By conducting these assessments, the DHT ensures that the health facilities are consistently meeting the required quality standards.

Apart from assessments, the DHT also performs supervision and coaching visits on a quarterly basis. During these visits, the team provides guidance, support, and training to the healthcare staff to improve their skills and enhance the quality of care. They assist in identifying areas of improvement, offer recommendations, and share best practices to ensure continuous quality enhancement in the health facilities.

The supervision and coaching visits also serve as an opportunity for the DHT to address any challenges or issues faced by the health facilities. They engage in discussions with the staff, listen to their concerns, and work together to find solutions. These visits help foster a supportive and collaborative environment that promotes continuous learning and improvement.

By conducting regular assessments and performing supervision and coaching visits, the DHT ensures that the health facilities in Aizawl East District maintain high standards of quality and provide optimal healthcare services to the community. Their ongoing involvement and guidance contribute to the overall improvement of healthcare delivery, patient outcomes, and the achievement of NQAS certification.
